Yup, it's "Mercy Mercy Me (The Ecology)" by Marvin Gaye. That and
"What's Goin' On" are very similar. Heh, I was once in a band that played
the two songs as a medley!
The chord progression is: E C#m7 F# B7
I know the lyrics by heart:

This song was written in 1970, I believe. Marvin Gaye also wrote "Inner City
Blues." Those songs are still relevant today. The man was clearly ahead of
his time.
